Transmitting to Congress dispatch no. 8 from Charles Cotesworth Pinckney, John Marshall and Elbridge Gerry, the envoys extraordinary to France. The dispatch transmits a letter from French minister Talleyrand to the envoys (in French and with English translation), and their reply. While claiming a desire for friendship with America, Talleyrand complains that the fault of the imperfect relations between the two nations rests entirely with the United States. Talleyrand writes that American, by agreeing to the Jay Treaty with England, has unjustifiably allied itself with France's enemies, and has hindered French maritime commerce.
