Penn knew the dangers of publishing a book that criticized the government and the church during the hysteria of the Popish Plot, but her felt under divine compulsion to proceed for "the Glory of Almighty God, the Good of Mankind, and more especially the Peace and Happiness of my own Country," adding :we must not measure our Duty by Success."
