Baxter's Panoramic Business Directory of Philadelphia was an ambitious and arguably misguided venture in that it created a directory that while visually engaging was ultimately unwieldy for day to day use. "Baxter published the Panoramic Business Directory on his own and under the name of Baxter & Neff. In 1857 the directory was copyrighted by Baxter & Neff. Between 1859 and 1861 the images were printed by King & Baird and tinted in colors. In 1879 and 1880 most images were produced with A. C. Weaver & Co. (a publishing firm operating from the same office as Baxter)" (Historical Society of Pennsylvania). Remarkable rare to find complete, even individual plates are uncommon in commerce.
