Presentation inscription from the author on front free endpaper: "Prof. Munroe Smith, With the thanks and sincere regards of Woodrow Wilson, Oct. 1889." Munroe Smith (1854-1926) was a professor of law and history at Columbia University from 1880-1924. He served as managing editor Political Science Quarterly from 1887-92 and 1898-99. During his tenure Wilson was a frequent contributor to the journal, including his influential "The Study of Administration" in 1887, promoting the study of public administration in American universities and arguing for the implementation of administrative methods in American government. That article was the germ of this book. Smith is thanked by Wilson in the acknowledgments on p. xxxvi. A fine association from Wilson's academic career.
