An early advocate for penal reform, Livingston also published his seminal work "System of Penal Laws for the United States of America" in 1828. Livingston had aided in the preparation of Louisiana's penal code, and here attempts to do the same for Pennsylvania. The letter was originally published in the National Gazette of Philadelphia.
